To make popup appears on Announcement bar link click, like this.
You can follow these steps. Note: this will require custom plugin.
#1. First, create a page with Name/URL: Popup Text – /popup-text
#2. Add a Text Block and find Text ID.
#3. Edit Announcement Bar > Click Attach Link
#4. Enter this URL format
#wm-popup=/popup-text#block-674bceecc724c2e7fc82
Make sure “Open in New Tab” is disabled.
#5. Install WM Popup Plugin.
Plugin will give you some code to add to Code Injection > Header.
