The “write a review” button performs a search for my business, but there are more clicks required to actually start performing the task. I usually share the link I get from “get more reviews” on the business profile. That opens up a new review immediately and they can’t get lost in the process.

If it works different on your end please share a video screencast of the issue (keep in mind that there is no option to attach a video here, but you can share a link to your screencast).
