add the option to have this banner floating on the page

Banners are usually static, that’s why the floating layout isn’t available there. However, we have a Popup app that should be the right option for you
It has quite a similar functionality, but can be floating. Check it out and let me know if it worked for you 
I used that one but it doesn’t seem that it has the floating option.

If you choose one of the layouts in the Popup, the widget will move with the page when scrolling (this is how floating layouts usually work):

I said floating option and not floating layout.

You have many apps that have the floating options.

Yes, they have floating option in the Position section, that make them float (move with the page on scroll):
Our Popup app also offers floating layouts/options (in this context, these terms may be interchangeable). So, the floating option/layout works the same way the other apps with this feature do (popup moves with the page on scroll):
