To achieve this, you can follow.
#1. First, you create a page in Not Linked.
with name/url: Video Popup - /video-popup
#2. Add some Video Blocks to Video Popup Page. Then find ID of Video Blocks.
In my example, we have:

#3. Edit Gallery Reel Images > Use this format to URL
