I want back to top button on a specific section of a banner - for example I have an anchor link and I would like to use the back to top button to be placed there for people to go back to top after they read the paragraph on the banner - how to do this?

I want it in the home page

So when you go the the about dropdown and click who we are - it will take you to the block - I want to wither place the go back button on the top or the bottom of the section once the person finishes reading that passage that will take them back to the top of the page / section.
