Can I have a feature where the number of short text forms are depended on the number chosen by a dropdown before them.
for example. its going to iterate by the number in the drop down then create forms for those numbers.

Just to clear things up: do you mean Short Text fields within one Form Builder widget or several Form Builder widget, where the Short Text field is used?

No like I have a dropdown option when I select option 1 it releases one text field and when I select option 2 it releases 2 text fields
