It would be great if you could describe your idea by answering these questions:

  • What specific features are you envisioning for the Table of Contents widget? For example, do you want it to auto-generate based on headings, or should users be able to manually create and customize it?

  • Should the widget support nested sections (i.e., a ToC that displays sub-sections under main headings)?

  • What specific SEO benefits do you expect from implementing a Table of Contents?

A way to automatically build a Table of Contents (TOC) based on the heading structure of a web page is to make the TOC either static or float so it’s always in view. Make the TOC structure clickable and it automatically jumps to that heading.

Be able to control look and feel of the TOC along with colours, animations, and timeline style points that run down the side of the TOC indicating where you are on the web page visually.

Maybe look at vertical and horizontal options, as these horizontal ones would be good for really short pages and headings and also be useful for on-page navigation.
