Allow stopping the slider divider from moving unless it is manually dragged

When a user clicks on, or touches any part of the slider widget, the slider divider instantly moves to that point. While this functionality has its use-cases, it can be quite disruptive in certain situations.

Having the possibility to ONLY allow the divider to move when it is clicked/touched and dragged would be useful, especially on mobile.
