I am required to include opt-in for Terms and Conditions and Privacy Policy on form submittals. I need to have the ability to create links to the Terms and Conditions/Privacy Policy so the user can read & agree to them prior to submitting a form.

I am glad to say that this option is already available! You jsut need to highlight the needed word/phrase, click on the Link button and paste your link:
